Help with Jefferson $1 Prototype? Fantasy?

From a local bank teller, came in with group of 35 mixed SBA, Sac & Pres dollars. There were 2 of these included. The edge is plain. I'm guessing it's some kind of fantasy, she's hoping it's a million (x2). With so few of these circulating did someone just make a counterfeit? Notice the $ sign isn't complete.

I would say fantasy; perhaps the '$' sign is not complete intentionally so that they would not run afoul of counterfeiting laws, etc. S1 is not stating any value what soever... but sure forms the image in ones mind that it is money.
That is just my opinion... but I have no specific knowledge of this item, so who knows?? I would sure continue investigating. I have not see any like this either.

Kind of looks like the counterfeit DCARR pieces that showed up a few years ago.

Thanks everyone, especially Jazzman for the link. These must have been from the HSN set mentioned as they certainly aren't proof or silver. Maybe the original owner liked Jefferson and carried as a pocket pieces as they're in EF/AU condition. I'll be giving her a nice Buffalo for her son to soften the blow of not winning the million $ coin lottery

I also recognized Dan's piece right away. It's nice that he has them documented.
I might be wrong, but I think these early ones were not struck over actual coins, hence the S1 (rather than $1) denomination.

At one time I sold a bulk lot of several of these "Presidential Preview Medallions" and all of the ones in that lot were artificially "circulated" by myself. I can not tell for sure if this is one of those, or if it became worn from natural handling by someone else. But I suspect it is probably not one that I wore down myself because those generally have more wear than what is seen on the item posted in this thread.
The original mintage consisted of 32 different types:
Washington | Adams | Jefferson | Madison
Eagle Head Reverse | Statue of Liberty Reverse
Satin | Proof-like
Brass | Silver
All the possible permutations of the above nets 32 variations.
In addition, as previously mentioned, a relatively small quantity of the above pieces were given a post-strike worn (circulated) finish.
The piece shown above appears to have started out as satin-finish brass (the silver ones were edge-marked as such).
The mintage of the satin brass pieces was pretty high (about 10,000 for this particular one). Individually the satin brass UNC pieces sell for about $5 to $10. I have seen the circulated ones sell for more than that.
