I think the OP's coin is an 1820 JR-7 small O, R-2
which has a close punched STATES OF, but not
as close as JR-1 . Another indication is the numeral
1 in 10 C. has an odd top slant and the rev scroll
ends on the left of D and on the right ends just
slightly left of the middle of M .

No, the easy way to tell is the placement of the banner. The banner begins below the middle of the E in UNITED on the SOA variety.
