1990 penny unsure of cause for appearance

I originally thought this was stamped on a foreign planche
t but after weighing it it is a typical 2.5g. It is slightly bubbled and has odd rims, I'm not sure if it is error or just a victim of dryer damage. Thanks in advance

    This is just Post Mint Damage (usually called PMD)... No added numismatic value. Cheers, RickO
