Ebay created these disjointed and sometimes amusing descriptions inadvertently by randomly grabbing a phrase or sentence from your written description. They then use it almost as a subtitle. This creates some pretty funny non sequiturs.
Two examples below:

The statement about not breaking the laws usually is made in anticipation of foreign buyers who ask for low or zero valuations to customs in order to save the buyer taxes.

This is a common problem with global shipping. There is, as someone said, the customs declaration issue. There's also certain countries that ban the importation of silver bullion and/or coins.
You would be surprised how many requests for violations of ex-im restrictions I get. I had a guy just recently in UK who spent two weeks trying to get me to put "documents only" on a coin so he wouldn't have to pay the duty which was apparently 30% of the coin value. [Not sure whether it's a VAT, import duty or combination.] He promised to spend $500 per month with me if I would do this. I said "no".
