Guess The Plus + Grade--CAC or no CAC "Revealed"

I would give this one at least a 65 although the hairlines could be limiting the grade to the 64+. JA liked it enough to knight it with his green bean and I agree with him 100%. We have some very good graders in this forum and I appreciate your feedback on the coin.

Those are die polish lines so I guess they would be hairlines.

I wonder. Let's say a coin is graded a 65+ by PCGS. Does he grade it as just a 65 and maybe give it a gold bean (high end 65), if he agrees, or does he grade it as a 65+ and just give it a green bean as a 65+, if he agrees.

Bingo I'm better than 90% on Morgan dollars. No comment (bragging) about my accuracy on other coins.
Several posters thought the coin was a plus, but not CAC. What do you think would prevent a sticker if you acknowledge it is premium for the grade? Clearly, if PCGS and CAC had the exact same standards, all plus coins would also sticker.
Dang, even I nail one every now and then. My grade minus 1 works sometimes.
