A curious question -- What is the purpose of a "grading set" if the grades keep changing? It seems than in a few years the set will be "off," and owners will have wasted time and money.
Is coin collecting now a moving target with greed doing a lot of the moving?

Nah, just buy a Brother p-touch and print new labels +1 grade for each.

Its a great educational tool. I built one on 1922 Weak D cents. Very fun to build and to teach others.
