Inflated Pop Numbers

So I was looking at the pop reports for a 1938 Proof Quarter and was looking at the images of the PR68 and PR67+ to see how much a difference there really was between the two grades. In looking at the 67+ coins I found the same coin graded 67+ a total of six times. I guess the individual was trying to get a 68 grade. The pop on a 67+ is 20 coins. This same coin was True Viewed each time. Does PCGS identify the coin as already existing in their data base and will not increase the pop reports when someone is trying to get a higher grade? Just curious as the pop for a 67+ is 20 coins, but does that number include duplicate coins submitted multiple times.

Classic case of population inflation. Presumably that number includes all these duplicates in it. Resubmitting over and over really messes up population reports.

wow. would be nice if everything was TV, might be able to clean up the overpop somewhat.
Population reports are getting worse on a yearly bases on what is actually is out there in rare coins.
Lots of money involved, soooooo. Pretty coin though.
To answer your question, if it was a regrade, it would not affect the pops. Problem is, most times they are crackouts so the pops get way inflated.

All six certs are active, so the coin is counted 6 times. Our hosts should set up a pop@pcgs.com e-mail address for reporting this sort of thing so that they could more easily engage their customers in cleaning up the pop reports.

Sending in a coin over and over and screwing up the pop reports is the moral equivalent of parking in a handicapped spot merely because you are fat and lazy.
The Pop reports are, unfortunately, pretty screwed up. There are many reasons people don't send in the tags, but I know many tags have been either throw away, destroyed, or simply misplaced. People have been more diligent returning them now than in the past. The Pop reports, as inaccurate as they are now, don't help anyone.
For rare coins the pop numbers are over stated and lower end coins under stated. My rarest coin has been counted at least three times as I have seen in run the coin run through Heritage as two different grades and i ran it a third time cracked out
I also believe the TPSs are tougher on very rare coins relative to common coins as a result of one uptick being a five figure difference.
Collectors are negligent in sending in cert tickets when crack-outs are done.... I believe there used to be a small credit awarded for sending them in, but that was discontinued. No doubt the pop reports are distorted, and the OP is a prime example.....Those figures will never be cleaned up...Cheers, RickO
@NorCalJack
Great detective work on your end.
If all said above is true then I think @ricko is correct
