I believe that by 1989 the mint was adding the mintmark to the hub, not the individual dies, so a RPM is not possible. The doubling looks like MD or common ghosting often found on zinc cents. I do not have a CP's guide - is there even a known DD for this year/mm?
I am getting a guide tomorrow but the rpm I found this on variety vista there's apparently 2 types http://www.varietyvista.com/02b LC RPMs Vol 2/1989DRPM001.htm I doubt it is but it's worth a look

I just looked a little closer and the memorial building is I doubled to your probably right it's MD or ghost doubling I also found this on variety vista
Glad to see you doing the research. You know more about the specifics than I do! My general impression is that it is just MD, but I am always happy to be wrong if it means that someone found something good. So, keep looking and questioning.
To my knowledge it is possible as this was the last uear they were hand stamped onto the die. But your coin does not appear to be a RPM. Just a bit of die detereaion and a well placed knick! Good eye though.

After 89 there is no possibility of a rpm!
