That is how it works in NY, as long as you can prove ownership. I don't know that every state is exactly the same.

Once signed for, USPS will not consider there to be a theft and therefore will honor no claim. Always check that your package shows no sign of tampering before signing for it. If tampered, refuse delivery and have USPS return to sender and inform the sender.
