Yes, they were made from an alloy with a similar percentage of gold. In fact, often it'a actually a higher percentage of gold than federally issued coins.

No; my own package was also slot open (it had been sturdily taped) and it was frustrating dealing with the post office. At the time I was acquainted with a retiree from the office who assured me 1--it happens all the time, 2--it gets shrugged off. Theft is easy. USPS should be privatized.

Nevertheless, because of the dubious chops, I wouldn't be comfortable giving it the all clear without an in hand investigation.
I remember a time when chop marked trade dollars sold for more then the non-chop marked coins,
until someone took advantage of this and put fake chop marks on unmarked coins.
At one time Trade Dollars with chops were considered to be damaged and sold for a sharp discount.

I would try to image the coin clearly with a cell phone. Like the Captain and others, Im over 95% that it's not authentic, but your images are too blurry to be certain. Clear cell phone pictures might save you at least $100 And several months of time, but it's your decision.

I'll guess MS67+ and if it weren't stickered by CAC I very well might have guessed MS68.
Said another way, I'll be shocked it the coin grades less than 67.
