Looks like the plating was breached, the zinc rotted and created a bubble, which has burst.

It's either rooted in an honest question by the OP about the difference between a proof and a business strike from that era (although he didn't present it that way), or it's a set-up. Either is possible, but I'd probably assume the latter.
I have seen heated discussions on the forum about whether or not a Lincoln cent from that era is a proof. Any confusion by a newbie is understandable, as are assumptions by more seasoned members.
I'm not optimistic about the purpose of this thread, but I'd love to be proven wrong.

This was discussed in our CCAC meeting. There were two reasons the committee ultimately recommended a similar design for the silver dollar. 1) The designated liaisons to the program from the Marine Corps Heritage Foundation made abdundantly clear that that was the design they wanted for the silver dollar, and that those pieces would sell. 2) Chief Engraver Joe Menna indicated his belief that the artistic/design evolution from 2005 to now has been of a sufficient scale to create a commemorative coin which, in your hand, will be distinct from its predecessor.
No disrespect intended but the lack of originality is profound in this "new" design. I sure hope the new coin looks better than the picture because to me the new design appears cartoon-ish in design compared the actual first coin. Commemm's are a tough sell these days and a basic retread of an old design will not help sales in my opinion.

I just re-ran my search and now GC only lists 29 items and has moved some of the coins out to latter auction dates.
I did a Narrow your Search, search after using the Advance search blue link.
I listed in the coin search block 2019-w to 2020-w.
In the grading range, I used from grade 1 to 70.
I then checked the pcgs and ngc tabs under the grading services.
I entered Quarter dollars in the all denomination box and then hit the go button at the bottom.
If you get the results that you want, remember to hit the save this search button for the next time that you want to use it.

This GC auction for a 2019-W Lowell quarter with the "circle of death" damage raises questions in my mind.
Why would someone bother to have this graded by our host? Why would GC accept this coin for auction and more importantly set such a ridiculously high starting bid for a coin that is essentially worthless?🙄

I'm not sure which other two you're referring to. I only remember one and that one WAS reviewed and was correctly ruled not targeting.

I mean, sure, other than the lowering of the head and the crown of the helmet contact to the facemask of a defenseless player. Rule of thumb when tackling: see what you're tackling. The defender here couldn't - because he was looking almost completely straight down because, you know, he was hitting with the crown of his helmet. But what do I know? I only agree with the rules analyst at the game and Gene Steratore.
