Crazy Ebay Deal - 35% UP TO $250 OFF ANY BIN PURCHASE

Beginning Disclaimer - I am just relaying what a friend showed me (and I actually followed the steps) but don't come angry at me if it doesn't work for you.
The upshot is that Microsoft is running a promotion by which you can get 35% back on BIN purchases paid with Paypal on ebay.
Steps:
1) Go here: http://search.live.com/results.aspx?q=lego+table&go=&form=QBRE
2) At the top, in the gray box, should be a link that says "you may get 35% with Paypal if eligible." If you don't see that link, search for something else that is often found on ebay.
3) Upon following the link, you will be sent to ebay, and can then search for anything you like. The filters are already set to only show BIN items.
4) Once you find what you want, click the BIN> button. You will get to confirm before you commit.
5) On the confirmation page, MAKE SURE IT SHOWS THE REFUND AMOUNT. If so, finish up and pay with Paypal.
The refund, 35% of the BIN up to $250, should appear later in your Paypal account, but after your purchase, you must sign up with the cashback program here:

Go to www.live.com and search something generic like xbox. The sponsored ebay link at the top will show cash back and the percentage they are currently offering.

I think the $1,000 figure is ideal. Spend more than that, and you still get only $250 back. Spend less, and you get less than that $250.

I think it takes 8 days to show up in your cash back account. It should have confirmed on the confirmation page when you check out the amount you were getting back, and within a few minutes of paying with paypal, a message will show up in "My ebay" saying you have cash back coming.

GAT, don't be so cynical. It is a promotional and I doubt you need to be worried about "spam".
Trust me, I certainly believe MS has betters things to do. However, it is certainly understandable why they would want it to be a MS Live account....
Would you want to be coughing up promotional money like that and have someone using a gmail, or other, account for it?
I read all the fine print as well...I normally ignore things like this, but I read it, and I understand it.
To those that don't want to do it, for whatever reason, that's cool. No problem. I just don't get why folks try to discourage others by saying "spam", or "scam", etc.

What's the link you are trying? I will try it right now from my home (comcast is the ISP). Could be something happening on your side, or your provider's side.
