I voted #1 as well. To comment on pcgscacgold, milk spots don't generally affect the grade as they are concidered eye-appeal. But I'd pass as well for that reason. -

It helps to carefully inspect the condition of the coin first, you can usually tell if it's 69 vs 70. Then determine if it's worth it to send it in for grading, or to just return it to the Mint. The "Spots" you are talking about going by the picture do not look like PVC. If the picture is accurate it only looks like the normal spots that these Peace dollars get from the wash at the mint. I call them milk spots. Probably not a correct term but that's the term I use. -

I’m amazed at the number of different problems are showing up. Dings ,scratches,scrapes,spots,unusual strikes and now this. My WW2 ase has a long spot like yours but more milk spotty. 🤨. My cc has a spot or something like it on the field. Not as large as yours but troubling 😳
