Well I dug out my wife's proof sets. 1964 was the last year proof sets came in in the flexible cellophane packages. But that started in the 50s, I think '55. The seller's statement is meant to deter return-happy "window bidders" or picky modern bullion collectors who will return a bullion coin if it has even a trace of a milk spot. If you have a lot of Red copper, proofs, or high-dollar UNCs, then I suggest going the slab route and getting an album for slabs. But if you collect circulated coins that are "crusty" or have good "skin" to 'em, they're not too likely to change up on you or get milk spots or whatever. Over the long term they might develop…
