He does not come across as a spammer, but that sure does not look like a ngc holder. Maybe it is an old holder, and he is waiting for the coin to come back from NGC. I guess you could always ask him. -

6 loss and damage claims in 4 years totalling about $300. All paid without incident. Note that for international shipments, you need to keep your receipt from the post office that shows the parcel shipment; it's effectively proof of mailing. He is using the same M.O. as the last few times - stealing coin images from other current auctions and listing them in his fraudulent ads for unsuspecting ebays to buy and get ripped off.
