Yes, the grade taking centre stage is a major issue. But the problem is around the definition of 'quality' and 'better'. The scale is designed for very high volume US coins, and accounts for certain types of wear (and, in theory, nothing else). I've purchased only low-end stuff (PSA 9s of discs and Kelloggs) from nomar, and have not had a problem on any transaction, but I find false titles to be extremely annoying, and I will not in the future do business with this seller.
