There is a very logical POSSIBLE explanation for this backwards overdate. Once it was decided that the With Rays reverse design would not be used after 1853, any With Rays reverse die in inventory had to be used up before the end of 1853.
Let us presume that it is one of the last few days of 1853. The Coiner has a perfectly usable With Rays die in the vault, so he asks the Engraver for an 1853 die to use with it. The Engraving Department has been making 1854 dies so as to have them ready January 2nd, and has no hubbed but undated obverse dies available. The simple thing to do would be to date one of the dated but not yet hardened 1854 dies and backdate it to 1853, harden it and give it to the COiner.
I have no idea if it happened this way, but it is very plausible.
