Are PCGS MS69 ATB 5 oz silver pucks bringing any premium over melt in the current marketplace?

A coin collector friend has some PCGS slabbed MS69 ATB pucks that he may be selling. Are these now essentially bullion items in the 69 grade? Does the fact that they are slabbed make a difference in their value? One of them has the PL designation. Does that make a difference? What kind of premium over melt do these 69's carry? Do the 70's still bring the big premiums that they used to bring or has interest in this series died? Thanks for any help.

<< <i>Apmex has some DMPL 69's for 3.99/oz over if that helps >>
I would consider that full retail. I wonder what they are paying.
