Especially this date. One should not buy this as a VF as there is a significant jump in value from F to VF. In fact, I wouldn't object much if someone graded this coin VG-10.
I would hold it in my hands; tilt it a little to the left, then a little to the right... grab a light source and a magnifying glass, then tilt it again, turn it over and start tilting it again. Once I finished tilting the coin, I'd grade it a VF20.
