As you can see, this is still in the mint cello and it is a 1960 (I'll shoot the Obv later) but is it a type B, and is it worth submitting?

As for submitting? Post pics of the obverse.

If you're in it for the money, the mint self offered as a Type B Washington Mint Set might gain you more money since getting PCGS to attribute these costs a minimum of $46 if its the only coin on the submission.
I decided to change calling the bathroom the John and renamed it the Jim. I feel so much better saying I went to the Jim this morning.

It's a type B, but why is it in cello? Did they do mint sets in cello or is that a proof set?

Yes - mint sets were done in cello from 59- to today. If you notice you will see a blue strip on camera left that depicts what it is, proof coinage had not color added to the cello and the packaging was different- proof coinage was in manila for a few years and mint coinage was in white envelopes.

Due to the high cost of grading for an attributed variety it may not be cost efficient to have it graded by PCGS. I grade the coin to be a MS65, maybe a 66- if they grade it on Friday which is Kool Aid day but then that is my opine-

at least I have one in each year from 56-64 all raw...

    into the Dansco they go!

Usually, but I have seen slight separations especially on proofs. Evidently somebody separated them on a working hub. It still looks B - like as compared to a type A.

Many 1960 mint sets have a type B quarter.
Most, if not all, 1959 mint sets have a type B quarter as well as a 1959 type II half.
