Genuine - Poor Details? On a VF coin?

I seem to recall this being discussed previously, but I was not able to find the thread.
I sent in some coins for grading and received an email stating that the grades are ready. One coin, a solid VF, came back as "Genuine - Poor Details (98 - Damage or Tooling)." I am unsure how a the details could be qualitatively graded as "Poor" when the coin is a VF. Since I don't often submit coins, if any of you experienced submitters could help me understand this designation, I would appreciate it. Thanks.

Edited to add: I'm still waiting to see a photo of a PCGS Genuine-Details coin with a poor-details
designation when in fact the coin may exhibit details much better, such as your VF piece!

<< <i>Stone is right. Genuine coins only count as Basal value (01) in the Registries, hence the "Poor Details" statement. >>
But isn't the point of the "Details" grade to describe the ACTUAL details if the coin had graded? Have you guys actually received the coins back, or are you just looking at the submission results online?
