just wondering about PVC

I have been collecting for quite some time and I think I may have some coins in PVC plastic. I have seen what happens to the coins although they weren't mine. Just wondering what makes them ie what conditions make them get that ugly black gunk on them? And just to be sure what do these holders look like? I want to change out my coins into better holders. Thank you for your help image

    My Father stored his entire collection in a 1970's NUMIS Munzen-Album and as you can see by the general example below there's major PVC growth on every single coin.

    I've been told the easiest way to identify them is if they smell like a shower curtain, they probably contain PVC. Non-PVC flips would not have a similar aroma would feel more "brittle".

    acetone should take that pvc off, but it might have damaged the coin already.
