  I have no idea when those were created or why other than to have a slab that was signed by the coin designer.
  
  That slab is actually part of a 3 coin set that included signature slabs for the IKE BiCentennial Reverse Designer and the Washington BiCentennial Reverse Designer. These designs were chosen from a National Competition held in 1974 (?).
  
  In addition to the three coin proof set, there is also a three coin Business Strike set.
  
  I would not consider it a "rare" slab yet signature slab collectors should have an example of one of the 6 coins if for nothing else than the signature slab historical aspect.

  I think signatures on slabs started as a result of demand from the TV shopping networks . . . that's the first time I saw one of these . . . not that I watch the HSN mind you
