No, I think there was a switch in ownership of the company. The second company used the green label for a little bit and then switched over to gold...I think

The original green (and red, for problem coins) labels were used by the original incarnation of PCI until the late 1990s. The desirable ones have a 10-digit code on the back. When the company was sold, the code changed from 10- to 14-digits and shortly thereafter the gold border was introduced. PCI still produced green and red border slabs in this period but most of their output was in the gold border. In addition to the code, the font on the front of the label changed, with a little practice they are easy to differentiate.
