Strange High-Value Chopmarked 8R

Can anyone figure this German auction lot out? Link.
I looked for KM Pn31, but was not exactly sure what country to look under. It is not Mexico, nor Japan. Taiwan (listed under China) doesn't appear to have any patterns.
I presume this is just another attempt to cash in on the Chinese craziness, but who knows. Sure is ugly though.

Looks like the c/m's are modern fantasies. Fairly similar to the ones plated in this article: http://www.numisma.es/Biblioteca/8Rles_con_chop.pdf
and undoubtedly of the same origin as most of the crappy imitations of Mexican War for Independence c/m's plated here: http://www.numisma.es/Biblioteca/Resellos_mexicanos.pdf

Hi Carlos,
Thank you for that link. I have a couple of pieces with fake counterstamps that match the plates in that document. One has Osorno and Villagran stamps on a Boston-style counterfeit 1809 Mexico City 8R and the other has the same Norte stamp (matching crude eagle design) as the example in that document on an authentic (what a shame!!) 1813-14 Zacatecas 8 Reales.
