As some have stated it is a precharge and is usually charged when delivered sometimes a couple days later.
Very rarely is it charged completely before shipping but it has happened to me in the past.

Earlier this year the mint did a pending transaction and then shipped some gold to me. The next day, the same day i got the gold, they charged my AMEX. Which happened to be the same day that my AMEX got auto re-issued with a new card # for being exposed to theft. So I had the gold in hand and the transaction bounced with the mint.
I think this would only happen with a government. Who else would ship gold before having the cash in hand?

It's BS... Just a picture of a box with a UPS shipping label on it. Can't see where it's from or the shipping date. These sets just started shipping today, so the seller probably got the shipping notification and decided to make it look like they already had it.

Well that brings to a much important point with Ebay pre-sales. The item cannot be sold unless you have actual posession and provide a visual proof of the item. A box does not satisfy the requirement (unless they open up the box and show the item). If they hold to this BS protocol you will see lots of opened sets on Ebay to adhere with their policy

It's a mint shipping label, probably from an earlier purchase. Seller probably sees his will be delivered tomorrow and wanted to get a jump on everyone else. Ebay will see no reason to pull it, they don't know when the shipping begins.

If you're listing a sealed box then you are required to show a pic of the sealed box. Ebay has contacted sellers' who's listings were pulled and added two additional requirements for these sets.
1. you have to have possesion
2. If selling sealed box you have to show pic of box with your user name in the image.
