My first reaction was secondary toning (i.e. dipped/cleaned and retoned) NT/MA, but as just about all of us know, judging proofs from photos is a fool's game.

Looks like the typical deeply toned/mottled seated proof from that era. You mean they all aren't rainbows or blast white?
