  To me, that looks like a genuine defective planchet error.

  You probably cant see it very well in the pic but the reeding is evident on the rim over the area in question.

  It's called a 'ragged end' clip;
  the unfinished start or end of
  the long strip that gets punched out.

  That's a ragged clip. Definitely worth a premium of some sort, but I don't know by how much.

  Here's one of mine. I'm not sure of the value of your '64. For my Franklin I think I paid around $75 with it having already been certified.

  Definitely genuine, and relatively common on that date, in fact I've seen several examples with a much rougher jagged edge. In that condition (and with the price of silver) it's probably a $20-25 error.
