Is that coin worth bluesheet?
That coin is a good reason why people don't want to make a sight unseen market in coins.
It's also a good reason why technical grading is bad grading. If that coin had perfect surfaces and was completely original I personally still would not give it a 63, if it looked like the scans show it to look.

I doubt it. The toning in some areas is quite dark meaning the oxidation is relatively deep. Getting rid of the darker toning would probably strip away most of the luster and leave the coin with that uglier dull washed out look.
