I suspect that I'd get Chinese counterfeits. Says he's in USA but also says Canada.

There was a thread the last time the same joker did it.
Same scam, same price, said US collector but the info said Canada. In the last listing he said the first buyers got the PCGS graded coins.
I guess he got a new ID and repeated.

Love these responses from Ebay:

I investigated this listing and confirmed that it has been ended and
removed from the site and the seller suspended as high risk so you were
probably quite correct with regard to a scam.
