I don't recall ever having seen such severe milling marks on any modern proof coin:

I'm not sure what you're calling milling marks. What I see are some severe reeding hits, but nothing that I'd call milling marks. image

The marks you see are most likely caused by lint left on the die after the worker would wipe it.

    Milling marks= reeding marks

It is an old school term.

Milling marks are the same as reeding marks.

I`m on my phone and can`t view the coin in the link until I get to a computer. However, I don`t recall having seen modern proofs with milling marks . I would guess that it happened post-mint.

I thought milling marks were the circular die lines left when the working die was milled from the master hub?
Reeding marks on proofs I think are most often caused by post mint handing IIRC. Like when people make rolls of proof coins which were never done by the mint.

It can be a terry cloth fiber lol. Im looking at the pic via a cell phone image. The mark does look like a reeding mark but considering it graded a 65 im trying to make sense on why it graded that. A reeding mark on a proof coin imo shouldn't be graded a 65!

From the PCGS glossary of terms,

    milling mark
A mark that results when the reeded edge of one coin hits the surface of another coin. Such contact may produce just one mark or a group of staccato-like marks.

They look like that to me, but seems unusual for a proof coin in that grade.

Rest assured those marks are in the plastic and not on the coin.

Great observation WJ...on the DJvu image you can see the reflections to the left of the marks on the field and to the left of the bell. It does appear they are on the holder IMHO.

And as to terminology...doesn't get much clearer than that; thanks LovemyLiberty.
