It's possible the 83 has had some cleaning. If so, it does not appear objectionable to me and (from the photos) I don't think it impairs the value.
Yes, the 83 shows some doubling, but it's all worthless strike doubling. Whenever the devices and the date on a shield nickel show identical doubling, it's always a dead giveaway that that doubling is strike doubling. (Why? Because the date is punched into the die AFTER the design is hubbed, so identical doubling cannot be part of the hubbing process.)
