ATB Sets w/no box or COA??

I'm sure there's a very simple and logical explanation to this question but I'm not a dealer and buy very few moderns.
Why are there several eBay listings selling ATB Silver Proof Quarter sets without any box or COA? Who's throwing away the boxes & paperwork?

I'm referring to the "2011 SILVER NATIONAL PARK QUARTERS PROOF SET" that come from the Mint w/a box and COA.
Maybe they aren't called "Am. The Beautiful" quarters then?

Yeah, I think these are individual lenses out of a 2011 proof set. I think the sellers are hoping the sum of the single lenses are worth more than the individual sets sold together. Some people may only want the silver quarters for a silver quarters set or simply for the silver value.
They didn't want or need the quarter package so they sell it and put the other coins in their albulms.
