The first one is new, the second one I've had for a while.
I love the obvious goof, someone must have had some bad eyes!

I imagine the second, conservation of resources dictate they reuse dies if possible, I'm just not sure how they didn't see the 3.

Actually, they didn't reuse this 1813 die. It had never been used prior to being repunched in 1817. The only obverse half dollar die which was used prior to being overdated was the 1806/5 when the 1805 obverse die number 3 was reannealed and stamped with a 6 to become 1806 obverse die number 2.
You are right, though. The 1817/3 was not a mistake. It (just like the 1806/5) was a case of the mint actually being frugal instead of throwing away usable resources.

be sure to use a soft cloth, no need to make harsh lines on those halves.
