What is the Differenct between "Circulating Quarter Set" and "Uncirculated Quarter Se

OK, I am not sure of the difference except the first is 9.95 and the second 21.95. Last year I got the first one and the coins came in a pliofilm in a big envelope and looked like junk...

there you have the difference!
they just package up some circulation strikes and away you go. they are meant to be album fillers.
the other ones are mint set quality and come in little capsules. although they can still be bag marked.
