Since we have a pretty good idea that these roll coins are lower pressure waterdown strikes when compared to the higher pressured coins for the mint sets, I don't see why they need certifed. Your higher quality examples will come from the mint sets. Why obscure the population report with dumbdown examples that have poor strikes?
This production year is a prime example where it doesn't matter because everyone is not going to get the message. We cannot be assured that the coins that are certified will have the sharpest most detail strikes. Again, it boils down to the astute collector who wants only the best quality coins in their collections. Those who submit coins from both the rolls and mint sets, a population will be created and only the unwary and those who don't care will unknowingly be the factors of the price guide.
Since there is little one can do to prevent this from happening, the true collector will always want the coin that gives them the most satisfaction, a coin with the highest standards of quality.
The other problem we face, it's likely there will be plenty of them, both raw and certified.

Leo did you open the other roll I put in the package. That roll was one of the one's I pulled from a bag that was not opened till last year when I did it. I found some nice coins in that bag of roll's I only opened 5 roll's and sent you one of them. What was fynny they all came like that in that kind of roll on the tag with the lead seal it says Ship to bank of America 1962. Well have fun looking.
