Your pictures don't lend to verifying a legitimate '09-S.
It appears to be Die #4 which is lower & more beneath the 0 in the date. Use a loop to see if the S has a tiny notch, or groove in the upper serif and there should be a die chip in the upper loop of the S. The S should be verticle and some appear to be in a slight depression.
It appears to be a genuine Die 4. The image is pretty blurry, but I think I can see the die chip in the upper loop of the B in LIBERTY. Die 4 1909-S VDB cents are often weak in the VDB area, like this one.

That was my big concern the weakness in the vdb area
On the reverse the "T" in United looks funny to me, I don't remember ever seeing one like that. So I will guess it's a fake just on that alone. Edited to say the "E" next to looks stupid too.
The bitterness of "Poor Quality" is remembered long after the sweetness of low price is forgotten.
Long ago it was cleaned. It may be a real one, some have a weak VDB like that. It's tough to say from those pics but from what I see I'd send that in and hope for a genuine holder.

Right or wrong, when the entire area around the "S" is dark, I run for the hills!!
That being said, I just bought a bunch of PCI morgans on a "hunch"!!!!!!! LOL!
