An authorized PCGS Dealer charged someone I know $35/coin for his submission last fall. He went back this week with similar coins and was quoted $90/coin.
Are we talking about the same submission levels? Secure Plus vrs non Secure Plus? I think we need more information here as there are many levels of submission that have varying fee schedules.
What is your point in bringing these allegations here? If you believe them to be true, why not have your "friend" bring the matter directly to the attention of the PCGS administration?
Authorized dealers pay $12 each for Modern, $16 for Economy, $25 for Regular, and $40 for Express... not including shipping, handling fee, or variety designation fee.
Ask the dealer to break down the charges for you. I always do when I provide similar services. Submitting coins for grading isn't as cheap as most people think.

Considering time and all factors that seems to be a reasonable fee. Especially if its taking them away from doing their own submissions. I had a one coin submission cost about $78.00 with only shipping one way (submitted at a show) but it did include First Stike.

"Our New Rates" I guess the dealer wanted to charge some money for filling out the forms etc...
"Prices have gone up"...if the dealer is insinuating that PCGS prices have gone up...he is probably lying and your friend should find a new dealer.
In any case...your friend should probably find a new dealer.
