On a sealed set can you request just one coin be graded??

I have a couple of uncirculated annual dollar sets where ASE has some NT and I'd like to submit them and feel they have a better chance of being accepted as NT is still sealed in set.
Having said that I really don't want to grade the 5 other dollars.
Can a sealed set be submitted with request to grade less than all coins in set??

I think PCGS charges a little extra for removing coins from mint packaging.

Is this new? Since the $8 handling fee went into effect?
