What caused the gouge in these two coins

I won a 1921 SLQ from the heritage auction today. I noticed the gouge in her leg and felt that if I could get the coin at the right price, I would still like to have it. I happened to look at the previous auctions that show for comparibles and I saw another coin with the same gouge in the same place. I don't think they are the same coins or are they? What do you think.

If you're referring to the vertical line on her right thigh, that's part of the design. The top coin is EF, cleaned, and the bottom one has a scratch at the lower left.
