I don't think Andorra has ever made any and I suspect some others on the list have not.
Monaco, San Marion and Vatican City have issued euro coins.
True.
Here is a link to euro coins (illustrated) of 20 countries.

If you're after actual mint locations that strike euro coins, the list is somewhat different; some of the smaller eurozone members (Cyprus, Estonia, Luxembourg, Malta and Slovenia) and the three euro-issuing non-EU-member microstates (Monaco, San Marino and Vatican City) all have their own euro coinages but have them struck for them by mints in other countries, while Germany has five euro-issuing mints. This article lists mintmarks found on euro coins.

Apparently I have been awarded the DPOTD twice.

Andorra is currently negotiating to have euro coins minted - which might be an end to those perfidious NCLT coins.
The british Royal Mint also mints euros even though the UK is not in the euro zone.

Private enterprise is minting many fake euros of original design now for collectors. On Ebay, the last time I looked, by far the most Vatican City coins were private issue. Beware of issues called "proba".

Vatican City does not use English on its holders.
The English on this one is very inconpetent or stilted.
