In the world of numismatics, yes. That's probably because there are lots of coins for which it cannot be known if the "error" was intentional, which makes it impossible to break the population into two classes. So better to just leave them all in one class, with one imperfectly descriptive name.

There was no market or demand for errors prior to the mid 1950's.
Most all early errors we see today would have been in a dealers junk box.
