  If it is in a FS holder I would think that it toned after encapsulation.

  It was probably dipped and improperly rinsed immediately before it was submitted. It then turned in the holder.

  They guarantee against ugly toning? If it tones nicely does the owner owe PCGS more money?

  This was before the Great Milkspot Scandal of 2006 led people to dip mint purchases before sending to PCGS. The toning looks like there was a chemical spill involved, though, especially considering some of the odd streaking patterns. I wonder if it was treated with something before slabbing with the intent to later cook the coin and "develop" the colors. I'd find it hard to believe that any toned coin submitted for FS within the unpackaged coin submission deadline would get a grade, especially one that looked like this. Whatever the method, I think it turned in the holder.

  What's the point? Bust it out, and it's still an ounce of silver. A FS 69 is worth, what, $35?
