Among other things, the seller is offering a PR69 1907 Ultra Hgh Relief, worth far in excess of $1,000,000, at no reserve. AND the listing images were copied from another source. He doesn't own the coin, and his other listings are questionable, to varying degrees.

Even though the seller is in Cal instead of Hong Kong the 89CC is obviously fake because the file name file the picture contains the word "replica" and the seller has photoshopped out the cert # so it can't be verified.
Or is this to teach the seller a lesson?

The seller will go from having a feeling of uber joy, surrounded with bouts of over zealous celebration to being distraught and feeling trapped in a rat trap. There are no lessons. He's just gonna go from up to down.

I don't know if the scammer realizes it or not, but I think PayPal will hold this money for at least 21 days before releasing it...again, I'm not sure about that. If he does know, he'll likely try to solicit the buyers to pay with money orders.

I don't know whether he has been booted from Ebay or not - often, they fail to do that, even when it appears that the seller is a scammer and his listings are ended, like today - but kudos to the forum members and good job by Ebay.
