CAC Gold Certified PCGS PR65 Franklin Half
Looks like active PVC right in front of Franklin's nose. This coin was graded back in 1986 so I can't imagine it wasn't visible when CAC graders received it?

But I don't understand what your comment below has to do with it. When do you think the PVC became active and when do you think CAC examined the coin, relative to when the coin was slabbed?

looks terrible to me and really not worth a lot on top of that.
now if it had some contrast, it would be a different story.

It is hard to be perfect 24/7 although we would like those we pay to be. Did you verify the cert number to make sure the chineeze have not started making fake gold stickers.

It's always comical when member(s) here are sarcastic and quick with the wit but really if they think their comment through would realize they're appearing a bit foolish.
The coin is in a PCGS rattler. (Graded 1986.)
CAC gave it the gold bean sometime between year 12 of its slabbing and year 14 (give or take a few months).
Now, either CAC awarded the gold sticker with the coin already having grown the PVC spot or it somehow the damage began its growth afterward.
Either scenario is somewhat disturbing.

Mark, your math would not allow for the possibility the coin was looked at by CAC when CAC first began to view coins.

It does seem odd that this coin is CAC stickered. It does seem strange that a coin that sat in a slab for 20 years suddenly develops a PVC spot that advanced-looking. Then again, I'd wager that if presented a coin that appears as in the photo, JA would not give it a gold sticker. Clearly, something is awry.
A few things instantly come to mind:
Teletrade listing mistake?
A rattler with CAC sticker stored in a PVC flip in a hot car?
Some schmutz on the slab?
Pat, inspired by Man-of-coins' success, figured out a way to inject PVC into a CAC-stickered rattler and slipped it past Teletrade, and has now launced a plot to discredit the lot (I'm joking!)?
As this point, who knows? I'm certainly not going to draw any conclusions from the information presented, but it does beg some questions.

CAC crew is uncannily good at spotting PVC. Although some PVC contaminated coins do get through and stickered, I would bet anybody here a large sum of money that this is not one of them. No way-No how a PVC spot as large as that is going to go unnoticed at CAC. Period.
And the idea that the coin just recently turned in the last few years is equally preposterous IMHO.
It has to be a toning spot in a rather distracting place. Braddick, but I think your sniffer needs a tune-up!

If it's on the coin, it looks old. Is the point that they made a mistake? We all know that's inevitable. Will they find a remedy? If the means and the will are in place to fix the problem, who really cares?.
Financially, we are dealing with an mint emission with Heritage auction records in both PR65 and PR66 at below $200. High's are 400+ for 65's and 600 for 66 (non-cameo).

Could it just be odd toning, odd white balance, and an odd effect?
I continue to think that people who see the coin in hand have an advantage over those of us looking at one set of photos taken by a seller who hasn't received any awards of excellence for photography....
I do like the braddick injecting the slab with PVC himself theory and I would be willing to bet he did it behind the grassy nole

This is the NGC 2, the second generation with the gold foil on the OUTSIDE of the reverse.
