File claim with Paypal or eBay?

An item I bought on eBay and paid for with Paypal has not yet arrived. Should I file a claim/complaint with eBay or is it better to file with Paypal?

The item was over $250. It was sent with Delivery Confirmation, not Signature Confirmation. Tracking information says the item made it to my post office several days ago; but, I haven't received it.

    Call your post office.

    If the package wasn't insured you will probably meet with complete indifference at the post office. Was it insured?

    Fair enough, but try again with a different person. The item should be there...filing a claim with eBay or Paypal at this points seems very premature to me.

    Your buyer protection is thru Paypal, deal with them. If it hasn't been over a week, then wait until it has. If was sent registered wait two weeks. Your money's in the bank with paypal as long as you don't wait 45 days.

    even if it was insured, the post office will NOT pay a claim if the package WAS delivered. i know this for a fact. regardless of WHERE it was delivered if it shows delivered, they will not pay. your problem should start with the post office, obviously the seller sent the item, the post office lost /misplaced it. not the sellers fault but he will be the one who ends up paying for it. even though he isnt in the wrong, this is where "seller protection" doesnt mean jack shat
    regardless of how many posts I have, I don't consider myself an "expert" at anything

    The item was sent delviery conf...mistake by the seller.

    If it was insured the PO WILL NOT pay. It shows delivered. I've had this happen before.

    Wait a few days and then check again. If it hasn't shown up, then you need to file a paypal dispute. You WILL win, since the seller did not follow paypal rules....but recall how paypal sucks....here is a case where it benefits the buyer.

    re-read OP. Doesn't say shows delivered only that is shows it made it to his post office. Probably in transit, tracking info is not that reliable until after delivery.

    I believe USPS require Signature Confirmation for insurance over $250. It doesn't mater the seller buy SC or not the USPS will ask for it. You should talk to your local USPS.

    Which raises an interesting question: Will paypal accept the signature that is required for receiving an item over $250 as a meeting signature confirmation requirement without purchasing separate signature confirmation? If I don't buy signature confirmation for an item over $250 but I do buy insurance, is the signature viewable online? Is it necessary to pay additional postage for signature confirmation on an item over $250 when you are also purchasing insurance for that item?

    I do know from experience that paypal wants to be able to independently view a copy of a signature on line for items over $250. Just maybe the insurance signature will satisfy that requirement. I bet Russ can answer this!

    You need to speak firmly with Sgt. Schultz and ask to speak with Col. Klink directly and in person. Show them the status. Get them to tear that PO apart looking for it. who knows.... maybe someone put it in the registered safe or something.

    How do you know the post office has an item??? You can not track items via post office tracking numbers. they show shipment and delivery.

    The OP states the post office has the item, my guess is he means it shows delivered.

    Paypal will NOT accept anything other than signature confirmation on items over $250. the seller is SOL if the item is actually not delivered.

    OP states that tracking info shows item made it to his post office. He does not state that it shows item delivered. Like you said you are guessing at what he meant.

    Postal tracking info does show all scan points between shipment and delivery. It will show when it arrived at his local postal distribution point (if it gets scanned), it will also show when it is out for delivery (if it gets scanned). However, tracking info is at times slow to update on their website.

    Edited to clarify that tracking info is based on an item getting scanned at different points in the delivery process.

    Like I said shows all SCAN points between shipment and delivery. Of course if there is no scan there is no scanned info. Duh.
