As a seller offering free shipping I would want to take advantage of ratings for shipping because they should be good.

I believe the issue is that some folks were not giving the 5 *s for even free shipping. So, why ship for free, and quickly, if you get bad ratings for it?
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

Exactly. That was the problem.
Cudos to eBay.

Shipping Cost is one DSR, Time to Ship is another.
If Shipping is Free, there need not be a DSR for "cost of shipping" as it's "not applicable."
Finally. The second good decision they've made. (the first was links for neutral and negative feedback listings)
you must have a pretty screwed up buyer that gives below a 5 for free shipping. It should be an automatic 5 with free shipping.

<< <i>I had buyers just recently give me 2 low DSR and knock me out of top rate seller and I offer free shipping , an had been for 12+ months. That was the last straw, I suspended e-bay sales as of Monday. >>
That sux!
Shipping should be a small percentage of any transaction. I can't believe the cretin who would rate you less than 5* for free shipping.
As a buyer, I leave 5* for all shipping unless it gets beyond reasonable and then I leave 4*. Unreasonable you ask...anything more then $5 or 5% of the total purchase. Just my thing, I guess.

<< <i>Is it an automatic 5 or just a "no grade"? >>
exactly. no grade could lead to even worse results....

Just posted on the Auctionbytes web site, it will be an automatic 5.

Next they need to work on auto shipping time. If you process the shipment and use paypal to pay with 24 hours you should get an auto 5....but that will never happen.

We are talking about eBay here!

<< <i>one can print a shipping label the same day, but forget to drop in the mail for days... >>
Yep. Real easy. I actually had a buyer from ebay who asked that I hold off shipping for 10 days (he was going on vacation and didn't want it arriving when he was gone), and I still printed it all out and held onto it until he was back.

<< <i>When you go to leave feedback, shipping costs comes up, but it states that a "5" will be left automatically. >>
Which creates a whole other issue. Since the little balloon states that free shipping merits a 5, there will be buyers who ding sellers simply because they charge for shipping. eBay needs to remove that language.

Oh and Russ they will not change it. It would hurt their bottom line.

Surprisingly, this change will hurt their bottom line. More sellers will now qualify for discounts. Which tells me that the ONLY reason they made this change is because some of their pet mega sellers complained.

Should be James but unfortunately that hasn't been the case as buyers with some perceived greivance (no matter how slight - didn't like your font size, e.g.) might not give you the 5 you deserve.
A better policy would have been for eBay to let buyers rate you however they wanted on shipping costs BUT to only let the 5's count (as far as affecting the seller) on listings with free shipping.
This way the buyer would have achieved whatever carthisis they were seeking & been none the wiser that they weren't really screwing you over.
Short of THAT, an automatic 5 seems most appropriate so at least you get credit for it.
Russ, perhaps the bean counters at eBay/Paypal decided that the extra final value fees of listings with free - i.e. included - shipping will outweigh any incremental discounts sellers will get with better DSR's?????
