Wish I knew how to take pics to give you guys a better look. Thanks for looking though. It does have some light chatter on the reverse airplanenut but it is white, definitely has full bell lines and is far better struck than my 1953 PCGS MS65fbl and 1953 PCGS MS66 both which are toned. I'll post the results when I get it back from PCGS.
I don't think it will upgrade due to the bag marks in the center and the bottom center of the bell, as well as some chatter on the top left, below the "S" in States, but nice coin for the money. I'd be happy with it just as it is.

reverse looks like no on FBL from pic (but you have coin in hand so are at an advantage)
I think upgrade all depends on luster, and how much there is as PCGS seems to
favor eye appeal and luster for their GEMS
more than some other services that seem to focus more on technical grading
