PCGS's Downgrade Resubmission service

I would like to find out all I can about this service ; anybody know the details ?

    I don't believe that there is such a service by that name. What you are asking about is the grade guarantee/guarantee resubmission service wherein a coin can actually receive a lower grade if it was simply overgraded or has developed issues after it was holdered which won't support the original grade. Doctoring by puttying or milk spots on ASEs might be two common examples.

    the following was taken directly from the PCGS Website :

    "Customer Bill of Rights
    The Guarantee of Grade & Authenticity is fundamental to PCGS's concept of third-party grading. The cash-back policy ensures the accuracy of the grade assigned to any PCGS coin as long as it remains in its tamper-evident holder. If a coin is believed to be improperly graded, and a discrepancy is found when resubmitted through PCGS's Downgrade Resubmission service, the guarantee entitles the coin's owner to options designed for his protection."

    I'd say that PCGS needs to update their website then. I don't see anywhere in their fee schedule where regrade or grade guarantee is mentioned. One shouldn't have to peruse the fine print to find out about various services.
