Nice card! I see where psa might have knocked it down a bit . The card has a bit of a Off-center problem Top to bottom and left to right with a bit of a tilt. I f the corners are nice and the surface is clean free of any blemishes the card looks like a solid Psa 8 or possible 8.5 . Not quite in guidelines to a Psa 9 or psa 10. This issue is prone to the Oc though.
there are very likely some good reasons that are simply not clearly evident from the scan. if it was "horribly" undergraded, you should buy it, get it graded correctly, and flip it.

I personally don't think the top/bottom centering detracts from the card, but agree that the left/right is prob what kept it from being a 9. Other than that, if Tony would have grown the stache a little longer, perhaps connecting it to a goatee or some handlebars, then the card is a surefire 8.5.
